In large skillet, cook and stir ground beef until light brown; drain off fat. Add onions and green pepper; cook and stir until onion is tender. Stir in canned tomatoes, rice, chili powder and salt. Set aside. In small bowl, combine dates and boiling water. Let stand for 10 minutes. In mixing bowl, stir together bean flour, cornstarch, baking powder, baking soda and salt. In separate bowl, beat egg whites until foamy; gradually beat in sugar until stiff peaks form. Stir orange juice, corn syrup and orange rind into date mixture. Add all at once to dry ingredients, stirring just until moistened. Fold in egg whites. Spread in prepared pan, smoothing top. Bake in 325 F. oven for 1 hour or until tester inserted into center comes out clean. Cool on rack for 5 minutes. With knife, loosen sides and ends. Invert on racks; remove paper. Let cool completely. Prepare the topping by combining the sour cream, brown sugar and half of the grated orange rind; chill until served. Squeeze the oranges to yield 2/3 cup (150 mL) of juice. In a large shallow dish, combine the eggs, orange juice, milk, liqueur, sugar, vanilla, salt and remaining orange rind. Dip each slice of bread in the egg mixture, turning to coat both sides. In a large, lightly greased frying pan, cook the dipped bread slices on both sides. As the bread is cooked, arrange the slices in a shallow baking dish. Keep the dish in a warm oven while cooking the rest of the slices. Before serving top each slice with powdered sugar and some of the sour cream topping. Preparation time: 10 to 15 minutes.
